So this maybe something to consider, because of everything in NTW I think the naval skins/battles are the most improved aspect from ETW. It does take ahwhile to build naval ships (maybe speed that up some) but still, the british never even tried to rebuild a fleet. I've had 2 battles since then (real fights, not some merchantman killing). After killing nelson and a secondary british fleet in the onset of the europe campaign naval battles were pretty much over. Only thing I've really noticed is the lack of navies. And I have 3 colleges! Stacked with gentlemen. Hell I've already conquered most of the nations, 2 regions away from moscow, prussia/austria dead, and england has 1 county left and I'm not even halfway throguh the research tree. I would say increase speed of research.not drastically, but it is a bit slow. As far as campaign AI, it seems balanced, and much improved from ETW. Especially if you have artillery at the front, AI goes dead for it (sorta nice tho.easy to plan ambush's) However it is real annoying. CAI: strange behavior, things to improve. Naval battles! A 122 gun ship turns on a dime.!? Seriously.turn rates need looked at. Enemy units seem to break much easier than french units do, so there maybe some unbalance there. Even when not fighting with Napoleon as my general. I will say that when playing the campgains, I have noticed that French units have a much better morale perk. I haven't noticed any unit that is drastically more powerful than any other (with the exception of elite units, but that's to be expected). As for balancing, I've noticed artillery is sour as far as accuracy, real bad, that might be somethign to look at. Makes battles seem more like real battles. The reduced movement mod (already released) has helped alot as far as unit movement. Unit balance: things for adding or changing, unbalance, ideas. This really doesnt happen.but the real question is, does it need to? I mean as you go through the campaigns you can choose to liberate certain cities and setup puppet governments, which can be a bonus if you need a buffer state. As for the rest of city management, it's really your choice either to loot or pacify peacefully. This sems fairly balanced, I mean the major cities you usally can't pacify until you defeat a rebellion. As for taxes, I think it's fairly balanced, because it forces you to invest in trade routes (at least the europe campaign), which can greatly increase income. I'll back up the CAI drops too, have seen the brits do it several times.
